The publication opens with a background report describing Finland's education system in general, and the higher education system in particular. That report is followed by the Examiners' Report which looks at such higher education issues as access, quantitative developments, structures, staffing, research, evaluation, internal governance, higher education and employment, and the second sector of higher education. OECD's conclusions and recommendations are presented in the final chapter.
