Nach dem Fernsehauftritt von Akechi überlegen die Phantomdiebe, wie sie der Welt ihre Gerechtigkeit besser nahebringen können. Da meldet sich die Journalistin Ichiko Ohya und versucht, mit ihnen Kontakt aufzunehmen. Makoto bekommt unterdessen in der Schule Hinweise darauf, dass Schüler in Straftaten verwickelt und erpresst werden.
Nachdem auch Makotos Persona erwacht ist, wird sie von den Phantomdieben zur Strategin der Gruppe auserkoren. Gemeinsam infiltrieren sie Kaneshiros Gedankenpalast und müssen dabei feststellen, dass dieser seinen Schatz durch einen gigantischen Safe gesichert hat. Nun kommt es auf das neue Teammitglied an, ob der Coup dennoch gelingen und der Verbrecher Kaneshiro zu einem Sinneswandel gebracht werden kann.

Nach dem langen und anstrengenden Kampf gegen Okumura treffen Akira und Morgana auf Yoshizawa im neu gebauten Stadion.
