Dirk Leuffen analysiert die Formulierung französischer Europapolitik unter den Bedingungen der Cohabitation. Was sind die strukturellen Auswirkungen einer gespaltenen Exekutive für das Regieren im europäischen Mehrebenen-system? Auf der Basis vergleichender Fallstudien – unter anderem wurden in 35 Interviews neue Daten erhoben – zeigt Leuffen, dass die französischen Verhandlungspositionen in der Cohabitation im Sinne der Veto-Spieler-Theorie in Richtung des integrationspolitischen Status Quo tendieren. Die Veto-Spieler-Theorie kann also auch in einem exekutiven Kontext fruchtbare Anwendung finden. Im konkreten Fall wird die Wirkung jedoch durch die häufig übereinstimmenden Präferenzen der Konkurrenten geschmälert. Die Arbeit wurde mit dem Lorenz-von-Stein-Preis 2006 ausgezeichnet.
