A starving spirit becomes weakened and the flesh becomes stronger. The flesh begins to speak louder to us, and we begin to give in to the flesh. We make provisions for it. Romans 13:14 says, "But put on the Lord Jesus Christ, and make no provision for the flesh, to fulfill it's lust."
