Welcome to the 3rd International Conference on Information Security and Cryptology (ICISC 2000), sponsored by the Korea Institute of Information Security and Cryptology (KIISC) at Dongguk University in Seoul, Korea, from December 8 to 9, 2000. This conference serves as a platform for presenting new research, development, and applications in information security and cryptology, facilitating the exchange of research information. The Call for Papers attracted 56 submissions from 15 countries, with 20 papers selected for presentation across five sessions. The review process was conducted blind to ensure anonymity, and the 22 TPC members dedicated significant time to evaluating the submissions. I extend my gratitude to the TPC members for their efforts and to the experts who assisted in the evaluation process, even though their names cannot be listed here. I also appreciate all authors who submitted papers, especially those whose works were accepted and prepared for presentation. Lastly, I want to thank my student, Joonsuk Yu, for his invaluable assistance throughout the conference preparation. I look forward to your participation and hope ICISC 2000 proves to be a rewarding experience for all.
