The Second Workshop of Blended Learning (WBL 2008), part of the 7th International Conference on Web-Based Learning (ICWL 2008), took place at Zhejiang Normal University in Jinhua, China from August 20–22, 2008. This event served as an international platform for sharing original research on the design, implementation, and evaluation of blended learning systems. It aimed to unite researchers from academia and industry to explore ideas, exchange experiences, and enhance the blended learning research network. Participants engaged in intensive discussions during formal sessions and social activities, fostering inspiration and new concepts. The workshop concentrated on key areas of blended learning, including ‘e-Learning Platforms and Tools,’ ‘Design, Model and Framework of e-Learning Systems,’ ‘Practice and Experience Sharing,’ and ‘Pedagogical Issues.’ A total of 17 papers were selected for presentation and publication, reflecting a rigorous selection process due to the high quality of submissions. An international Program Committee from various countries, including Germany, Spain, the UK, Italy, Ireland, Romania, Hong Kong, Japan, Taiwan, and Macao, reviewed the submissions based on originality, significance, relevance, and clarity of presentation.
