Innovation is crucial for economic growth, regional output, and sector restructuring. It is a complex, interactive process that involves producers, users, scientists, and policymakers. The geographical environment, including industry structure, scientific community, political context, labor supply, and regional interactions, significantly influences innovation. Promoting innovation is equally complex. In response, Berlin and Brandenburg are collaboratively developing new innovation strategies. To assess these strategies and enhance the Capital Region's competitiveness for innovative businesses and skilled workers, a comparison with other German Metropolitan Areas is necessary. This formed the basis for the project "Development of a Berlin Innovation Panel (BIP)," supported by the Technologiestiftung Berlin (TSB). The project's primary goal was to highlight the innovative significance of the Berlin-Brandenburg Metropolitan Area. Initially, a comparative assessment of the region's innovation potential and performance was conducted using various indicators to evaluate innovation input and output, drawing data from surveys like the German Federal Statistical Office and the European Patent Office. Subsequently, methods for obtaining reliable data for future innovation evaluations were identified and assessed.
