Building a talking robot necessitates a theory of natural language communication, while demonstrating such a theory through a talking robot serves as a computational verification. The author presents a theoretical approach by introducing an artificial cognitive agent with language as a software system called database semantics (DBS). This approach allows for a focus on completeness in function and data coverage without the constraints of hardware engineering. The software components of DBS aim for thoroughness in word recognition, syntactic-semantic interpretation, and inferencing, postponing the procedural implementation of basic concepts. The author begins by exploring the universals of natural language and explaining the Database Semantics approach.
