Exploring the concept of community, this dissertation investigates the differing meanings held by residents of a Southern Shore community in Newfoundland compared to those found in scholarly literature and government documents related to The Atlantic Groundfish Strategy. Utilizing Dorothy Smith's feminist theory, the author emphasizes "lived experience" and its socioeconomic context to analyze the ideological underpinnings of these documents. The study highlights discrepancies between expert narratives and local understandings of community, particularly in the wake of the 1990s fishing moratorium.
