Set in the summer of 1903, the story follows John Strock, a federal inspector investigating mysterious, high-speed phenomena across the Eastern United States. These events are linked to Robur, a brilliant inventor and antagonist from Verne's previous work. He has created the Terror, an advanced vehicle capable of extraordinary speeds on land and in the air. Strock's attempt to capture Robur leads to his own capture, culminating in a dramatic storm that results in the Terror's destruction, leaving Robur's fate ambiguous and raising themes of tyranny and technological fear.
