Focusing on the challenges faced in modernizing the civil service in Benin, this study analyzes reforms aimed at simplifying administrative procedures. Despite the government's prioritization of these reforms for economic recovery, implementation has proven difficult, hindering expected outcomes. The research identifies various constraints that obstruct the successful execution of these reforms, shedding light on the inefficiencies within the public administration and the ongoing struggle for improvement.

Face à la crise d'efficience de l'Administration publique béninoise, une modernisation de la Fonction publique est engagée. Malgré les réformes prioritaires du Gouvernement, leur mise en œuvre reste difficile. Cette étude analyse les réformes visant à simplifier les procédures administratives et les contraintes qui freinent leur succès.
