To implement its 2008 goals for Iraqi refugees, the State primarily funded and monitored efforts by international organizations and NGOs. These initiatives aimed to provide vocational training, health care, food, education, and financial support to Iraqi refugees and host populations. However, the State did not effectively link program achievements to its stated goals, resulting in limited information to assess progress and improve program effectiveness. U.S. and international humanitarian efforts for Iraqi refugees in neighboring countries face challenges due to unreliable estimates of their needs. This book explains the difficulties the U.S. government and UNHCR encounter in addressing the needs of Iraqi refugees. It analyzes the current crisis, detailing the conditions for those displaced within Iraq and the refugee situations in Syria, Jordan, and beyond. Additionally, it reviews the U.S. and international responses and explores refugee resettlement options in the United States.
